In general partnerships suck, more trouble than they are worth. Sub contracting is legal and everyone knows what to expect and what they are responsible for.
Sounds too complicated for continued operation. Obviously, the investment on equipment and repairs will be different for each group and as such they would all have different operating costs. These have different capital input needs. I can see sub contracting but not 3 way split scenarios.
