Yes you're both right, I would not have done what I did in that photo in any other place, that was a private line which was denergized and grounded, I was in an insulated bucket and I also know every inch of that line as I have been maintaining it for over 10 years.

It has to be a low humidity sunny day, an you want to start early like 4 or 5 in the morning, the tree will start to uptake around dawn and finish around 10 in the morning.

Never heard of a centrifugal clutch on a diesel let alone a chipper, that's why it would be weird, most cheaper chippers use an automotive style clutch. Centrifugal clutches are usually installed on higher rpm engines, like 2 stroke gas engines.
Sounds like you want a boom that's heavy enough to be part of the "crane class" kbooms, rather than the "truck unloader class". Make sure whatever boom you decide on has a really wide rotation bearing, it will last a lot longer. Stay away from the cheap ones that have a small rotation...
