My first impression was Oak or Tilia, but then you said 'commonly topped.' I have no idea what trees are commonly topped in MO. So I'll say Oak, since Tilia was already guessed.

Regrowth is a lot like Carya illinoinensis. Like silver maple, they do need endweight reduction every 3-5 years, but those boys went a mite hard.
