At the end of any of your finger tips.
If you don't like what's being said, don't fuel the fire and make another comment. Take away the fuel and the fire fades away.
Mark and I have a very light touch on the lock/delete/edit controls. Our expectations have always been that the users will self-police and act up to a standard not down to an ability.
This has worked well in the past. there have been threads, topics and users who have all faded away when they're ignored.
