"Why don't the owners of the hacked trees do their part and have the trees properly cut the rest of the way/"

Their part, of what? You propose to turn a rape into a gang rape. when too much is taken off, it's not 'proper' to take more off.
Reduction cuts to buds or small laterals is indeed proper pruning, look it up, see attached, or look at trees with eyes unclouded by dogma.
I'm not sure what a 'branch bark collar' is, but it is not the be-all and end-all of where to stroke the saw.

"Why did they allow their trees to trespass in the first place?"

Property rights near ground level may be vertical, but above ground, trees are going to grow, and there is no absolute right to hack them off at the line, in any town, even if you call it espaliering.
There is certainly no right to trespass and go beyond that line.
sorry you are so clearly wrong, I can't build a cantilevered deck over your property, just like your tree has no right into my air space...I'll invite tardzan en gang to bang out the veg from the sky...
Just don't gang rape the branch bark collar! If you have to ask...

frash, yes I do have to ask what a branch bark collar is and why it's the only place you will cut.

And yes when you cut an over-cut tree, that turns a rape into a gang rape.

There is a difference between a tree growing and a deck being built.
i actually had to say that?

So now I'm pretty sure you are messing with me, or calling me out...cause I'm pretty sure you know what a branch bark collar is. Please correct/humble me master if I'm wrong, but isn't the branch bark collar the tissue responsible for closing the wound when a tree sheds a dead limb, or a cut is made within. Flush cut removes the entire collar and no closure occurs. Stub cut and still no closure occurs, although the tree attempts to. Yea, cut a bit into the collar and...I'm humble, school me master. FYI I never said that's the only place I will cut.

Not a scientific proven fact but, it is a theory. The notion that the law is absolute on property rights is also somewhat misguided. There's also property law that makes it illegal to damage a tree belonging to someone else. So that's going to make things a bit interesting.

Seriously??? " Third person Thursday" is still two days away. You are only allowed to speak in the third person on Thursdays. Which come after "Whiney Wednesdays." Every one is whining on "Touch me Tuesday." Touch me Tuesdays are the days where you are only allowed to touch a fellow coworker if you give them a dollar. What the French Toast? Doesnt anyone follow the rules around here? Sheesh, what a bunch of Cowboys.

0ldoak, $300 is a wet noodle; the perp must have been laughing as he fished that out of small change.
But don't give up!

"I work for the customer... If they customer wants to save the tree, then I do everything in my power to save the tree. If the customer wants to remove the tree, then I do everything in my power to remove the tree. I am in business to make money, not to hug trees."
Spoken like many ASCAns; Reason #73 I quit that outfit.

No, no, you're right on mark. It's just there's no occurrence of the word "bark" in "branch collar". I think that's all Guy was getting at with that.
Yes since those two concepts/structures were being mixed up, it's hard to say what was being referred to. Both? Either/or?

Spoken like too many in the industry as a whole. Imagine if our doctors and dentists worked the same way.
Whadda mean? You wouldnt take your children or elderly parents to a psychologist that still recommended giving patients a frontal lobotomomy. Why not? Shrinks have been mutalateing other peoples brains since before written history.:frenetico:
