Reduction cuts to buds or small laterals is indeed proper pruning, look it up, see attached, or look at trees with eyes unclouded by dogma.
I'm not sure what a 'branch bark collar' is, but it is not the be-all and end-all of where to stroke the saw.

Property rights near ground level may be vertical, but above ground, trees are going to grow, and there is no absolute right to hack them off at the line, in any town, even if you call it espaliering.
There is certainly no right to trespass and go beyond that line.

So now I'm pretty sure you are messing with me, or calling me out...cause I'm pretty sure you know what a branch bark collar is. Please correct/humble me master if I'm wrong, but isn't the branch bark collar the tissue responsible for closing the wound when a tree sheds a dead limb, or a cut is made within. Flush cut removes the entire collar and no closure occurs. Stub cut and still no closure occurs, although the tree attempts to. Yea, cut a bit into the collar and...I'm humble, school me master. And yes when you cut an over-cut tree, that turns a rape into a gang rape.
