Setup a meeting with code enforcement or whatever department is inspecting you. Let them know that you're A pro and want to have a good relationship with them. Casually mention your confusion about the recent inspections

Disrupting a work site is a big offence.
Private property and all that.

Actually, the enforcement officer is part of the fraud and code enforcement for local DA in the county - in CA they do have jurisdiction anywhere in the county.

If it happens again, I'm going to get the guys badge number, ask him if I can buy him a cup of coffee, and see what the deal is.

I'm then going to go to the local chamber of commerce to talk about how the town is bad for business, contact my layer and have them write a letter and see what ground we have for formal complaint or harassment to the DA.

I'm actually pro moderate regulation - it protects customers and upright businesses. It also keeps my prices so my crew and I can make a living...but 3/5 times for inspection is fishy and over the line.

As for the owner of the other company, I'm just going to let him stew in his own misery. He has no power over me and can't shake is own anger.

Keep doing great work above and beyond industry and legal standards and it will all go away in time.

I had an ODA rep up my ass one year with inspections and visits one year. Eventually he realized I knew more about chemistry and PHC than he did and the issues just went away.

All things shall pass.

Now, the owner of the competitive company that's all in your business...confront him with smiles, professionalism, and happiness. He should realize he's been a flaming D-Bag. Or perhaps not. Maybe he'll go home and make out with his dog and sniff glue as usual. To hell with him.
 
Blow off your steam here at the buzz among friends.

Don't do anything else to or with any of them. It will go away all on it's own.

Don't do a 'confrontation'. It is a very bad idea and zero good will come from it.

In time you will fully understand what was going on. Meanwhile don't let them get to you.

Plot your long term revenge.
 
Not sure.nust how.things go in CA with the code enforcement or the connection with the DA, but I seriously question his ability to pull a DOT on you or question you regarding things OSHA or.CALOSHA. would have compliance officers for. Seems to be oversteping in my book. I would come a complaint with his boss. I am an enforcement officer in my position, but ionly enforce what is contained within the city tree and buffer ordinance. I can't enforce DOT or state or federal safety regs.
 
High road. The first thing to do is ask for a meeting with the code enforcement people to ask for guidance and possibly an audit to make sure you're in full compliance with their ordinances. Enquire as to the authority of their officers and if you should approach state officers for DOT and OSHA compliance. Get it from them as to what their reach is.

By doing business successfully within the law you'll be able to keep your admirer in awe of your business. If the inspections continue then you can go back to them and ask on what grounds are they justifying their actions.
 
I think you should try to get video of the guy each time he's stalking you. I don't know if you have someone else with you when you go there or not, but if you do, the passenger could safely shoot video while you drive. It might help to build a case against the guy for stalking. I think it's legal to shoot video in public, where he can have "no expectation of privacy".

I once was being stocked by some tweakers. After the third cop car pulled up behind me (all with guns drawn), for a "dim" tail light, I just simply asked them "does this have anything to do with being followed 2 hours ago"

You might want to straight up ask the inspector if this has anything to do with the guy stalking you. I would phrase it in a way that your not embarrassing the guy, or accusing any body.
