Yes, it is. They used to be planted because they grow so fast. However, they are brittle - every decent sized tree has a pile of sticks under it every time the wind blows, and often when it doesn't. Relatively short-lived.

Also, it is way to close to that fence. The future headaches you save by getting rid of that now will more than pay for buying a better tree and planting it in a better spot.
 
Terrible trees, reproduce faster than rabbits, messy, seeds are god awful from mature trees when they drop. If I could only go back 60 years and get the guy that built my house to plant something else.
