Aerial Lift Fall Protection

I noticed that when I first used a JLG type lift, that the basket has an attachment way down low inside, presumably to restrict you from climbin g up and working off the handrail. Whereas a fiberglass tree bucket has the attachment outside the basket on the end of the boom because they can't trust the basket itself to be secure. I hate buckets too but they do hae their place, nothing worse than climbing a dead removal over a driveway - doh
But my question is why not? People make these things. They don't grow on trees.
Why don't buckets have one secure spot inside of them for clipping a snap to? It can't possibly take more than a few pounds of steel to get an eye in there...

I know they have their place. I just want to be safe when I'm using one. And I want to be able to use my saddle.

However they are showing a belt only which won't be allowed after Jan. 17.
 
Again, unless I'm missing something, that setup would be useless to me. I am constantly turning, spinning, reaching and leaning when I use a bucket. Looks seriously restrictive. Linemen generally face one direction I'm guessing. Trees are three dimensional.
