If I understand correctly Weaver was not sourcing their Cougar rings from Kong but right here in the states (imported).
As I have discussed before (as well as Doug Heim), this rather distinctive looking non-anodized ring seems not to have been produced by Kong but merely sourced by them...

Rock Thompson has just such an animal (prototype) in the back of his mfg facility, only you don't need a harness to use it. It's really cool. Works like a simple treadmill, much like pictured. You never leave the ground and can increase tension to a point where just a minute or two of hand...

Inspections are necessary but ... I srongly suspect adjustments don't happen when needed.
Totally support through-bolting these systems, perhaps with small, vertical steel back support. Seen too much girdling and poor practice. Often fail to guy tree to ground properly.
