Thin Little Gem Magnolia

I have a little gem magnolia that was planted 2-1/2 years ago. At the time it was planted, it was full and dense, but is now somewhat thin. The tree appears to be healthy otherwise, but it just doesn't have many leaves on it. Is there a way to get it to fill-out again?
 
I would pull mulch off of it until the root flare becomes visible, expand the planting bed for a better root environment, and probably check connections on the adjacent downspot if the area is soggy.
 
I have a 'little gem' that has been in the ground for 15 years or so.

It's seems to be a sparsely foliated tree, but healthy. 20ft. tall.

I'll try to get a pic and post it.
