Here is my shot at this:

Break it down

fascicle - bundle of thin leaves of pines (2-3 per bundle)

sheath - any protective covering that fits closely around the object to be protected

so a fascicle sheath is the small protective covering that holds the pine needles in place

Fascile Sheath. (conifers) A bunch of needles grouped together that each arise independently, thus Pinus strobus 5 needles per fascile sheath. Can also be used to descibe the papery covering at the base of the needles.
 
How about cauliflorus, the two immediate examples of cauliflorus trees being Theobroma (cacoa) and Couroupita (cannonball).

Anybody for a guess, and don't mention cauliflower.

a couple others: Eugenia cauliflora which is so covered in flowers (in the pics I saw online) it is almost outta line. And Myrciaria, which I found on a spanish language site and didn't feel like translating.

And I didn't mention cauliflower!

OK - the american redbud is an example of this.

in the examples that you give the cacoa produces a seed/fruit

in the cannonball it is a round seed pod that looks like a cannon ball and is connected directly to the bark of the trunk of limbs.

That is basically it or on old branches. Cauline means pretaining to the stems. There are a lot more species. Here is an example attached

I am going to have to check the redbud out I think that the flowers are formed at distinct sites, but now you have me wondering.

Not quite in cannonball trees the ball is attached by a (long) stem to the trunk.

"the cacoa produces a seed/fruit"

the fruit is like a small football that contains the hard seeds covered in muck. It is from the seed that Chocolate is made.
 
This was an extra credit question on a test I took recently.

What does dichogamous mean?
Answer: Having pistils and stamens that mature at different times, thus promoting cross-pollination rather than self-pollination.
