The single photo provided is difficult to decipher, the leaves appear as though they may be whorled, rather than opposite. In situ photos, as well as specific photos taken from multiple perspectives, helps a lot.

Aside from that, if it's growing next to a street, I can unequivocally confirm that it is indeed a street tree.
