In circumstances where there is a high danger, they should. The example I gave above is borderline fraud. Insurance isn't a 'maintenance' package it's there for unexpected emergencies...., also if the insurance evaluator were to see the tree they'd threaten to drop coverage...
Where insurance adjusters need.to stay in their lane: they need to stop telling people they need to remove low risk trees (without having done an onsite inspection, and certainly not by a qualified individual).
