Than a climber should be able to use pretty much any tool he see's fit to comp climb, by your terms Tom. I should be able to climb with any helmet type of impact helmet I see fit, like they do overseas. Yet we are forced to wear a work type helmet. I should be able to foot lock on the hitch I choose, yet we can only use 1 of 2. Why are safty glasses needed if we anit even working?
 
The 'rules' of the ITCC only apply to ITCC. You can't use Z133 or CE or HSE...etc. in the international arena.

From what I understand about standards I'd rather see more use of CE style regulations. OSHA/ANSI/ITCC is what we have so that's what I use.
