Looking at a Bucket Truck

Found a used bucket 7500 gmc it looks really good 24000 miles. it must have been a used asplundh truck at one time. the motor is really clean. the previous owner said it is a great truck only problem is that one of the valves in the bucket doesnt work. The truck was let go during a divores. Now the bank has it. What would be a decent price to offer?

it does need 4 rear tires, and it seems like the trucks door handles and window cranks must have been removed for a tree job somewhere down the line (just the interior driver side) repainted white, the truck is really in great condition compared to my current truck.
 
It's probably a gas engine and very underpowered and slow. May not be much of a problem depending on where you live though, if it's flat, I think Texas is pretty flat. We had a '99 version of what you described and it was awfully slow going up some hills, even slight inclines. It always got to the job though.
