I've got an Issue.

You could have a local arborist to a hazard evaluation and then send it along with a certified letter to your landlord, municipal entity, utility and copy your lawyer and insurance company. That should get someone's attention.

Carbon copy the president too, just for effect!

ABSOLUTELY Keep the wratchet straps (something is better than nothing) , get prices on cabling the top of the tree, 1/4" steel cables at least 2/3 of the height from the crotch to the tips.. One cable is good enough for the split branch union.. If you can triagulate the support with 3 cables, you're golden!
Once the cables are in, you can rest a little easier... You might even be able to do that yourself.. get thru bolts if you can.. 5/8 J lags could work well too if the cable is high enough.. Wood has to be under 10" for J lags.. I;d shoot for 6" wood for the lags... Even of you have to spike it.. you;re just buying time. Keep the tree from falling apart until someone has the wherwithall to do something about it..... YOu could get the hardware for around $40...

Daniel, you've never used the Rig Guy wire stops? Use them! They make cable bracing so easy. You have to drill all of the way through the limb and then the nut and cone lock onto the cable on the back side. The more load on the nut the more the cone design tightens and holds. There is not the worry of having a lag pull out of compromised wood...you would have to have a pretty big failure for the Rig Guy wire stop to pull through. And yeah the reason they are so expensive is that Rig Guy has proprietary ownership of that design. But seriously, it makes cabling much nicer. You do need a really long drill bit though!
