Perhaps, but... my guess based on images/sp. - how about early Taphrina caerulescens?...
 
Are the circles a leaf miner? Are you sure they're fungal?

The overall dulling of the color would possibly be because the tree is unable to produce chlorophyll for some reason. Send the leaves in for a nutrient analysis.

Are you seeing any dieback?
 
My first though was a mining Lepidoptera larvae of some such. Also considered a scorch like Xylella fastidiosa considering late summer timing but image looks too atypical.
Though, perhaps a physiological scorch fits better, like you suggest RBS. Using the old adage about hoof prints and everystuff I settled on the leaf blister guess.

This being the Insect and Disease ID Quiz and all I assume Guy has pathology already so he can check our answers? Fine if you don't. I dig the guess work.
 
Glad you dig the guess work--I have not seen the tree in 5 years, but going to it this week. Apologies for lack of answers--asap.

no dieback noted by owner; good point re dulling/chlorophyll connection. also leaf miner good guess due to form. not sure how analyticx our state lab is re nutrients...$20 only goes so far.

this being May, late summer/xylella does not seem like it.
