It won't lay flat but it's 13 cm long and the holes are 11 cm on center. It's 25 mm width at the ends and about 8 mm at the center where the snap goes. The holes are 11mm at there are small relief slits that help it slide on the biner.
I cut this out of 1/8" polyurethane I bought on ebay. The material is tough as nails. The biner holes are done with a micro hole saw, not a drill bit. The side indent concave cuts were also done with a hole saw.
The dog snap is on a Torse chest harness.
I think the setup is fully functional and complete.
