Class 1 and class 2 eye splices

Sampson uses different techniques for splicing class 1 and class 2 rope. From what I see class 1 rope breaks at 6% stretch or greater and Class 2 rope breaks at less that 6% stretch. Does this mean static line is a class 2 line and therefore the class 2 technique needs to be used?
 
The classes refer to the type of fiber the rope is constructed from. the Manufacturers will identify the class of rope.
