Chipper purchase and paperwork

I’m looking at one of those bandit chipper/dump combo trailers and the guy selling seems fine and everything, he said he doesn’t have paperwork on it other than a bill of sale from who he bought it from. I’m in Wisconsin and am not aware of needing to register anything if I were to buy this but what do you guys know, should I steer clear?
 
Some states require tags on that and others wouldn't. It's his State didn't require tags there would be no reason for him to register it. Wouldn't hurt to call the BMV to ask if they need anything from you or if you need to register it before paying for the thing and not being able to have the paperwork you need.
 
You'll need to plate and register a trailer that weight in WI. They recently changed things here in WI and you can now get a title for a vehicle that has been lost or misplaced if its not in your name. You will have to take out a bond through a insurance company and do some paper work but you can get it liscensed and titled with a bill of sale. Make sure you get the guys info and a way to positively ID the seller. I make sure I record their drivers license number.
 
If you plate it or anything else you use for tree work you can get cheap plates here. Special mobile equipment plates, the letter designation is SUX, are 10% of the standard fee schedule or $18 a year whichever is greater.
