Its unlikely that the US exports any steel to China. With our tight environmental regs, workers rights and safety regs, China can beat us on the bottom line every time, especially in an industry as dirty and dangerous as steel.

China is definitely importing scrap from the U.S. Here in RI scrap metal is one of our biggest industries and one of the biggest buyers of scrap is a Chinese company.

I was thinking of slabs, ingots and coils, not scrap. That certainly might be the case. It reminds me of Raxus Prime.
