Butchered Oak Roots

In attempt to clean and beautify my yard a worker chopped the roots of one side of this oak tree. This is on the down hill side. Can anyone tell me if this tree will recover? Will I have to remove this tree to keep it from falling? There is a structure very close by.

Besides the root cutting I'm wondering about the horizontal cuts on the trunk. It looks like someone made a face cut or pie for removal

Take a reciprocating saw and cut off some of the fractured and loose chunks but leave as much root as possible

The tree is likely to be unstable. You should be able to find a qualified arborist here at Treebuzz to help uou

A target is anything of value which might be impacted, should the tree, or parts of the tree fail. Houses, cars. You. Are you the owner of the tree Christyn?
 
Focusing on the target is one way of dealing with the tree. Focusing on the tree is another. If we can see a picture of the entire tree and the site, that might help you get useful advice.

Yes I am the owner of the tree and there is a new Tiny house right next to this tree. So sad... I can't believe this guy hacked away at this tree like this.
 
Your photos did not upload properly. A question, was this damage done by the neighbor, owner of the new little house? Or was it done by someone you contracted?
 
That being the case Christyn, if your property has been damaged without your consent, you're entitled to recover the costs associated with replacing the lost benefits of the tree, relative to the damage. Hire a Certified Arborist who specializes in Tree Risk Assessment, as well as Tree Appraisal.

A friend just went and picked up three guys from home depot to clear brush... and this happened. We will probably never see those guys again.

It was done my guys recruited from home depot
 
My guess would be no. There are guys who use the Home Depot lots as an informal hiring hall. It makes sense, because shoppers go there to buy a lot of heavy materials for manual labor projects, and sometimes they might wish to have help with these projects.

The problem in this instance was the lack of supervision for the duration of the project. All these guys needed were rakes and maybe shovels. As soon as they picked up an ax, the person who should have been in charge could have blown the whistle to stop the play, and removed the axe from the equation. Why would you just turn a bunch of unvetted strangers loose on your property, or the property of a friend?

That is my take on these events, but I could be completely wrong; I'm just guessing.
