The weeping looks like SOD phytopthera ramorum symptom. Hypoxalon follows right along. Bad tree work aside this looks like it will be the real management issue here.
As I understand it there is some potential for treatment with phosphite using the pentra-bark product. Injection products are also available. Work on soils is also reported to be helpful.
I would recommend checking with a local pathologist and with the local SOD contact. There have been steady updates on SOD in the Western Arborist magazine put out by WCISA. The editor- Bruce Hagen would be a good contact there.
