Yes, like Jack says above. I believe it is for any public road and most of the states just use the federal standard. Your campus roads would be private roads but i think an attorney could still win a lawsuit there.
 
Oh, I don't disagree with following the highest set of standards. That's always good policy if there isn't another set of standards at hand.

What's legally required and what could be found lacking in a civil suit are two different issues.

When I consider dualities in legal issues my reference is to consider how well I could face Jack McCoy:Law and Order If I can't stop Jack then I will think long and hard about what I'm doing.

In slower non stopping traffic sites,I like to set a cone or few that I can see out of the corner of my eye to stop myself and delineate the work zone for drivers.
