Guy, are you sure? The seed pods look much more swollen and exxagerated in the photo compared to O. arboreum. I must admit, I have never seen a really small one, though.
It does look like sourwood but it might be sumac. We have several sourwoods and I just took a walk outdoors and the twigs on ours are not that red. I did a search for red twig cultivars but came up empty.
It just might be a red sumac(rhus). It sure has the branch structure.

This "red-twig" ornamental is indeed OxydendrUM arboreum.
There are two cultivars:
'Chaemeleon' selected at Polly Hill Arboretum in Martha's Vineyard
and
'Mt. Charm' - a West Virginia selection
Xman's photo is of the seed capsules which invert to an upright direction whereas the flowers are downward facing clusters.
