Upload Image in Conversation

I can't upload an image to a Conversation (the new private message) and was just wondering if this is by design?

The "Upload a File" button is nowhere in sight, and when I try to drag and drop, I get a message that, "Uploads are Not Available".

I just started a conversation and uploaded a pic as a test.

let me know what happens

The 'upload a file' button is at the bottom of the field where you enter the text.
