Yes that is it Tom. It does not flower very often, but when it does, it is in the spring about the same time as the dogwoods, and at first glance appears similar in size and color.

The wiki article states that it has fruits, which I have not noticed, I will have to pay more attention. It also says Native Americans used the bark for medicinal purpose.
 
There are female and male plants... The female have a fruit that looks a lot like a tree lilac. I have a relative, C. retusus, in my yard. A gorgeous, underplanted tree IMO.
