No... It looks alot more like A. palmatum. It could easily be mistaken for one.

I was going to guess Acer ginnala, but after the clues I'll have to say Acer japonicum

That's it. I couldn't give it to Holly, because he specifically said A. palmatum, even though this tree is also referred to sometimes as 'Japanese Maple.'
