Tree-ter Totter

So, we got this job at the end of the day yesterday. The tree fell during the bad storms we have had here over the last 2 days. It fell and took down the primary and secondary lines, laid over a thick wall that was about 10 feet tall, and the canopy landed on 2 cars. The canopy side was heavier that the trunk side on the opposite side of the wall, and it pulled the root ball out of the ground completely! The wall held from the force, and left the tree laying on the wall with the root ball about 10 feet off the ground, suspended. I have never seen this before and I wanted to share.

looking at what lack of a root ball came out of the ground and what looks like suckers growing low on the tree in the picture, would that be a good indication the tree was distressed or should I say in decline?

Looks like some kind of root rot... Lots of powder, no large structural roots. Funky.
