Tree of Heaven glyphosate basal bark spray

I had a client earlier this year who had just bought a house. The neighbors had taken down a tree of heaven after someone did the hack and squirt herbicide application. The clients oak tree which was about 15 feet away from the tree of heaven stump had deformed leaves and was very slow to leaf out this year which I attribute to herbicide damage. It did eventually leaf out but it looked rough for a while.
 
Is there any glyphosate labeled for basal bark spray?

Garlon 4 does a great job basal bark or hack and squirt and very little soil movement.

Avoid Picloram (Tordon) as it does move in the soil.

@Ryan Cafferky do you know what was used in that situation?
