Pruning a Tulip Poplar

This tree is loaded with hundreds of sprouts and crazy limbs/branches. Maybe poplar are this way. I haven’t pruned any before. It has been this way for years. I’ve read and studied the Gilman Pruning book. I’ve never taken on a project of this magnitude but, I think the tree would benefit long term. It has multiple branches closer than about 3 feet and the interior seems crowded. Any suggestions of an approach?
