Silver maple tree problem? Delaminating bark and poor folage on a few of them

No that would be nice if I had some big rubs tho. I will get some better pics I am seeing this problem elsewhere too. Someone mention blight but how do you really know what you're dealing with? Maybe some type of fungal problem?
