Shrub ID help

I found this shrub, it's almost like a creeping juniper in it's form and it doesn't get more than 1.5 to 2 feet tall. It really reminds me of a curly leaved boxwood, but the stems aren't square and they don't smell like cat urine. Any ideas?

It might be Cotoneaster horizontalis (aka: Rockspray) or microphyllus ??
