Oak leaf if

Looks like a Red Oak to me, and the leaves look like the tree has chlorosis based on the color of the lighter leaves. You may want to have a local Certified Arborist who specializes in plant health care take a look at this tree, and maybe have some lab tests done to see what’s going on with it.
 
Any acorns laying around?

If so get some pics of those. The whole acorn cap and pic of the bottom (Scarlet Oak has a circle around the bottom)
 
Cherrybark oak 100%. I am in NE Memphis area and that is one of our top 3 oaks around here. The shallow sinus on the upper canopy leaves is the giveaway. On the other red oaks, the upper canopy leaves tend to have deeper sinuses. I always think the Cherrybark oak leaf lobes look "fat" compared to other red oaks.
