License plates on chippers in PA????

Does anyone know for sure if plates are required in PA? We have never had them on any chipper or stump grinder and I don't see many chippers with them. But I know one of the line clearance companies here got tickets for no plates but I don't know if they are really required? Any help please.
 
We have never had to put plates on, but as is usual PA DOT is a mess!

That's crazy, in RI every trailer is considered a vehicle. We actually need vehicle insurance for when it's being towed and a separate liability policy for when it's being used as a machine.
