Is this a leginament Basel anchor? Yes or no? Why or why not?

Hello Joe, do you mean legitimate, as in, is it safe to use?
There are a few things at play in that set-up which for me are far and beyond what I would ever use.
In my opinion it is very very safe. Perhaps you should break your requirements down a little and then re-design an anchor that functions safely but without the wasted redundancy.
It looks like the krab gate has not been screwed shut.

The prussic seems to be an extra link. Your set up is already cinching around the tree, so the rope could technically go up through the ring and you would have the same system.

For a quick anchor I sometimes use kind of a cow hitch... wrap the trunk with my spliced eye end, bend the rope around the up line and back around the trunk. Instead of tying a knot I clip a heavy steel biner in to the eye and capture the up line. Cinches tight and holds well. Also it is easy for someone to release when I switch to a canopy anchor.

I have been playing around with basal anchors, and haven't found one that I really like. I think I need to get a Petzl rig to really simplify what I am trying to achieve. I have been using a F8 in my anchor for lower-ability, but adding a prussic as a backup for the "whistle test". It gets complicated fast. I think I should just get a petzl rig...

Throw an alpine bfly or farmer loo p (circus bowlne) whatever ya callit ..with enough tail to form a blakes hitch.put a stopper under it and a figure eight stopper on tail. That is so simple and works a charm. You've seen that one I bet right john? I like it for the no hardware factor. Plus it brings back fond memories of a time and place before all this hub bub came out...lol
