Stationary operation is worse, but even driving when it is really dry can be enough to start a fire.I'd avoid driving any ICE vehicles in tall grass, along with operating some equipment.
I would guess that stationary operation is the real concern.
Some of the newer diesel engines are worse than gas engines, specifically the engines with SCR regeneration. They release exhaust so hot that it will ignite just about anything; when the first New Holland skid steers came out with an SCR system, farmers all over here were lighting their barns on fire just driving through, the dust and such on the rafters was lighting up from the exhaust temperatures of the engines.
That is part of the reason there is a switch on most of the newer machines that allows you to turn off the regen function for a period of time, so that you don’t light your barn on fire when you drive through it.
