Fallen Tree Stump Removal

What are the options for dealing with the half-uplifted stumps of fallen trees? What's the right equipment for this? The photographed oak stump measures 23.5" at the cut end. I set my clipboard on top of it for scale. It's in a fairly tidy front yard. I really don't want to mess with it, but I'd like to point the client in a helpful direction.

I'd cut 90% through the stump as close as I could to the dirt, then swap to an old chain to finish.

Stump grind the rest. There's more dirt than wood there so the end result should be good for grass seed. We do this a lot.

Did it on this one about 3 months ago. (First uprooted tree we've ever had to climb to get down. Very sprawly and supported itself off the ground)

Lucky it didn't go the other way. Serious power lines.
 
Yep, grind the stump. I would grind from the root ball towards the trunk until the trunk was free. That's a fairly small uprooted stump, not a big deal to get handled.
