Maybe it is already a rule, but then what do I know, but I have noticed several chapters handing out rule books to both judges and competitors the day of the event, kinda sad really. Possibly make the rules more easily accesable so that when a chair or whomever is made aware of a rule change for either side of the event, that chair (or local chapter, or whoever) can easily send a mass email to update the rule change. YES I know the rule books are available online, but right now there is 2009 online, 2010 is right around the corner.
Also I found it sad that certain chapters had judges show up the day of, shouldn't they be required to be available to set up the event they will judge?
But then I can also look at it from the other side....this is a volunteer thing, they aren't getting paid, their offices are either shut down, or functioning on a skeleton crew while they are away, so how is it fair to them to be asked to do more than volunteer to help out?!

They are available to the public and have been for a number of years.

"Tree Climbing Championship" (far right); click on "Rules" (Left); in the box on the left click on "Rules and Scoring"; click on "Rules and Regulations", The top Sentence reads something like "For rules in English, click here".
