Caring for an uprooted apple tree

A friend of mine has a small apple tree in her orchard that was uprooted last fall during a wind storm. The landscapers who tend the place picked it back up and tied it off to another tree and it has remained like the until now. The roots on the uprooted side appear to have been severed off (I'm not sure if that was the cause of failure or if the landscapers did it to get it back in the hole.) The tree is able to stand on it's own but is very wobbly. Where the roots were severed seems to be covered with wound-wood. The tree itself seems really healthy and is on the verge of blossoming. I guess my question is what can we do (if anything) besides tying it off to help it stand on it's own again. It's not a very large tree, maybe 6''dbh, reaching maybe 15' tall. I wish I had had my camera while I was there, I will try to stop over after work tomorrow and get some photos. Any advice is much appreciated.
 
Duckbill earth anchors and an eyebolt or two and cable it up rather than tie it off to another tree. It will probably need the support for a long time. Limit th amount of fruit and vegetables atch for sprouting for om he root stock.
