Rule on trees where the public could be killed is to clear the area and barricade
If targets are vauable and can't be moved, there should be primary pull line to the lay, secondary and tertiary line to keep it true.
If that can't be done it should be dismantled.
Internal and non visible defects, abnormalities or pieces of metal should be anticipated. Buried t-post, pipe, angle iron as tree support, tie offs for horse and livestock and all sorts of unimaginable things can make a tree go in an unanticipated direction
