Also, Whenever I watch videos, it always seems like the wood chips don’t come out that fast or go very far (maybe I’m just imagining that) but I’m wondering how well it would pack out a chipper box? Any thoughts?

Many a chip box have been stuffed with drum style chippers. They will have no problems feeding a 1 ton dump.
Even when blowing chips in the woods, the 15'' Vermeer my buddy has launches them 25-30'.
 
I definitely want to go through a dealer, and new or basically new, like 5hours etc is ok with me :) but full warranty.
The Model 13 is at Cardinal Equipment Inc. Being as it is "completely refurbished" I see no reason why they can't give you some type of warranty. Any authorized dealer will service their own brands, and others. You may want to give them a ring and see what they want for it, who refurbished it and other details. They are a decent capacity chipper for their size.

We have filled (full to the roof) a 26’ body that was 13’ 6” to the ceiling with a Bandit 1590 we have. Has to have sharp knives and be chipping wood, not just leaves/twigs to throw that far, but it will do it. I don’t think any modern drum chipper will have trouble filling a 1 ton truck, especially with how hard the new choppers throw.
 
The 16, is it a 1621X?

Ya I believe so. This chipper spray chips very hard. The 12d has absolutely no problem filling any of our bucket trucks or large capacity chip trucks. I think If you keep your knives sharp and your anvil adjusted properly it doesn't really matter what style (disk/drum) you use they should throw chips well.
 
Yes I bought a new 1621x in May and it’s a wicked chipper 4.3 gasser, all my guys love it.

I was considering a 1621X but went with a used M15R.

2012 M15R with 2,300hrs
New top feed wheel & bearings.
New auto Tach & digital hour meter.

Sounds like a nice machine! Never run that model, but we have a Bandit with the same engine. It does very well for us, but often requires ether to start when it’s cold. Overall, I’ve been very happy with that engine, 7200 hours and still going strong.

It does have three problems to watch for though, the engine computer may occasionally “forget” to turn off the electric lift pump, killing the battery and the pump (we put an indicator light on the pump circuit so we know if the pump doesn’t shut off, disconnecting the battery resets it); the head gaskets on those are known to like to leak and blow bubbles through the coolant - not a big deal unless it gets bad; and the injectors (if yours is the same series as ours - it’s a little newer, so hopefully not) have no return lines, so fuel builds up inside the back of the injectors, causing them to stop firing properly, and eventually jam up so badly the starter can’t crank the engine properly.
