Actually, if the billboard company was encouraging vandalism, that would have little to do with making people sue-happy.

what i am saying is if the billboard company did something illegal then the authorities should take proper action . why would the employee sue the company ? nobody could ever make me poison a tree ! if the employee notified the authorities that is good but why would he sue ?

He's suing because he was fired for refusing to break the law. The company cannot legally fire him for that (anyway, I think that's the theory—I am no lawyer).
Just a Tree Guy, had you read the entire article you'd know the billboard corp has been successfully sued for breaking the law to the tune of 2.2 million bucks.
It seems that only land owners with the bucks to sustain a lawsuit for a decade can bring these unprincipled corporate scoundrels to heal.
