Roots are very easy to overlook; i do it all the time.
 
The kind of drought and heat we saw in North America last summer was epic. Certainly doesn't sound like Blister Rust with the numbers that are being affected. My best guess would be a combo of drought and insect issues.

I know I am recommending PHC Bio Pak Plus in a soil injection/drench as a "drought recovery" treatment to introduce microbes back into the soil that suffered greatly in the intense heat and subsequent lack of moisture. It has worked very well in stressed trees/shrubs due to other circumstances. So I have a good reason to believe it should help aid in the recovery process from drought.
 
Well today I was looking through branch samples and I'm still looking at the ring history story. But I'm glad to say no borers were found in live healthy trees. So its pretty safe to call them a secondary sign. But we did put a more solid answer on it.

We still have to wait for soil samples. But we've seen the trees are from different seed/ nursery stock than others and we got the water test back with a pH of 8. So between the pH and the drought I think we have our problem solved.

So the soil tests are back and the sulfur content was so low the sulfur column didn't have any reading in it. So that doesn't help.
 
We didn't retest but that results across the board along with 0 sulfur count on multiple sample 3 different areas. But we will be doing more local testing around specific spots
