with the fall foliage color and the trunk shape, all I got is
katsura.

The shape's wrong, but I suppose it could be Nyssa. The Fall color is spot-on.

So what are Cornus - trees or shrubs?

C. mas it is. I have seen specimens with ~10" trunks, 20 feet tall with distinct branching patterns. So C. mas is a tree IMO. At least compared to a Forsythisa or a Corylopsis. With C. mas, it comes down to the propagation... They can be grown as trees, but are often grown as a multi stemmed shrub.

That was my second thought after B. nigra. The bark looks just the same as both of those!
