Swedish tree-care revisited

Some company?! drove by and did this on the
street outside my house while I was off elsewhere.
The poor trees had been topped ten years ago or so
down to, well down to just where they have been "raised"
now.

If the people who did this didn't get paid, whis would be
considered vandalism, now it's tree-care...

I couldn't figure out why they taped around every cut?
Was it for the trees to "heal" better?

Then I saw a tree they hadn't "cared" for yet and
everything cleared. I didn't know if I should laugh
or cry or simply move the tape to around the stem,
just above ground level...

That is funnily sad.

Maybe they're working on taking the tree all the way down but that's only as high as the ladder they had with them would reach and they'll be back later with a taller one?

The tape might be a guide for them to follow with their chain saw bar when they make a cut.
It might also be a mark that they placed on the tree where it was to be cut.
Doesn't that tree belong to the city?

Yeah, Kevin, that's what I figure as well.
The "boss" probably went out forehand and put
the tape on so the crew would know where to cut.
Sad.
Although everyone can see these trees they belong
to the houses. The city don't quite allow that
bad a tree work.
