Thanks for the link. Operation Pyramid makes for some interesting reading.

The thing about any conspiracy theory that I can't understand is how the operation can happen without lots of people knowing. There are some reasonable explanations of how procedures that are in place can be co-opted to serve other purposes.

If nothing else, which I think there is more, the whole thing makes for interesting reading.
