Well, my thought is that padding is okay as it does not actually support your weight. By ANSI 8.7.2, "saddles and work-positioning lanyards shall not be altered in a manner that would compromise the integrity of the equipment." My guess is that punching or spreading parts of the belt would be considered as a possible compromise to the integrity of a saddle, if done in any of the parts that bear a persons weight or connects the side D-rings. We'd probably have to ask someone on the committee for further clarification, which I can do later this week through Peter Dubish
