Thank you all for your encouragement. To be clear, my crew members sign an agreement to wear ppe. I was advised that if they then chose not to wear it, I would not be liable. I felt that forcing them to do so was going to drive the few people I have to companies that don't make them wear it, which I am literally surrounded by, and that I should treat my crew as adults who are responsible to make their own informed decisions. That is probably wrong of course. I have headed the advise of the forum members and announced that no one would be allowed to work without ppe henceforth.
