Questionable steel cable installation?

What's the story on tautness for a steel cable like this one? It's in an American elm, 34" DBH, as you can hopefully see, not installed 2/3 way from the ground, and not taut. I've not installed any steel, only dynamic, and this is a brand new site. Cable was installed SEpt 04.

Cable looks a lil'low; mebbe a lil'light for the leveraged load it would have to carry at that height; the lower the cable, the more weigth it bears for same function. i'd think should be more slack; especially as leaf and nut weight are not on yet.

Looks like another consumer got milked. Too often cables are installed wrong.

There have been very few American elms that I've cabled that got by with only one cable. Most need multiples.

Even with the leaves off it seems like the cable should have been just a bit tighter.
